Stop Renting Your Intelligence: Why Mobile Operators are Moving AI On-Premise

The AI gold rush is on, but there’s a quiet crisis brewing in the background:

Data Pollution. As mobile operators race to integrate AI into network optimization and customer experience, they are realizing that a model is only as good as the data it’s fed. If your data is siloed in a third-party cloud, stripped of its context, or subject to foreign jurisdiction, your AI isnt just ”weak”—it’s a liability.

At Netradar, we believe the future of AI in Telecom belongs to those who own their data, from the moment of collection to the final insight.

Why Data Sovereignty is the Secret Sauce for 2026

For a mobile operator, data sovereignty isn’t just a compliance checkbox; it is a competitive moat. When you deploy an on-premise solution that allows you to collect data from your own apps into a private system, you gain three critical advantages:

  1. 100% Exclusivity: Your competitors can’t ”buy” their way into the same insights. The data you collect from your users stays within your four walls, training models that understand your specific network topology and your unique customer behavior.
  2. Unmatched Data Quality: Cloud-based analytics often aggregate and ”thin out” data to save on transit costs. On-premise deployment removes these bottlenecks, allowing for high-granularity, real-time data collection that captures the ”edge cases” where AI truly proves its value.
  3. Regulatory Immunity: With the EU AI Act and local data localization laws (like those in the US and Middle East) reaching full maturity in 2026, keeping data in-house isnt just safer—it’s the only way to scale without fear of massive fines.

Practical World: Why This Matters Today

To understand the stakes, look at these two common scenarios:

  • The 5G ”Silent Failure” Challenge: A major operator notices a localized drop in 5G performance during stadium events. A cloud-based generic tool misses the nuance because it smooths over the data. By using Netradar’s on-premise engine, the operator can collect millisecond-level telemetry directly from the user apps. Their AI identifies a specific interference pattern unique to that stadiums architecture, allowing them to fix the issue before the next game.
  • The Mission-Critical Private Network: Imagine a smart port or a remote mine. These environments cannot afford for their performance data to traverse the public internet for ”processing”. With a private, on-premise system, the AI handles predictive maintenance of the network locally. The data never leaves the facility, ensuring zero latency and 100% security for high-stakes industrial operations.

The Bottom Line for Operators

Stop ”renting” your insights from third-party clouds. To build a truly intelligent, autonomous network, you need a foundation built on sovereign, high-fidelity data.

Netradar provides the end-to-end tools to make this a reality—deployed on your terms, in your infrastructure.

MWC26 Key Takeaways

Measuring Real User Experience Without Prioritization or Manipulation

The Challenge: Are We Measuring What Really Matters?

Traditional mobile network measurement platforms often rely on synthetic methodologies — speed test apps or SDKs integrated into third-party applications. While these approaches can be scaled quickly, they introduce significant technical limitations:

  • Traffic Prioritization: Speed test traffic is often identifiable and treated preferentially by core networks. Operators can detect these flows and prioritize them similarly to VoLTE traffic, resulting in inflated performance metrics.
  • SDK Visibility: Measurement SDKs embedded in third-party apps send traffic to known endpoints (often CDNs such as Google or Amazon). App analytics platforms can reveal which apps include which SDKs. This makes it easy for operators to identify the apps and prioritize measurement traffic, biasing results.
  • CDN Dependence: The performance of CDN-based tests varies based on an operator’s caching strategy and commercial agreements. Operators with local caches or direct CDN peering show better results — even if their real-world user experience is not superior.

These issues result in measurements that are not representative of the everyday mobile experience. The flaws in these comparisons are not just theoretical — they are visible in public reports. In fact, two of the leading third-party crowdsourcing platforms recently published rankings where the mobile operators ranked #1 and #2 globally in one report were ranked only #50 and #54 in the other. Such stark discrepancies highlight how poorly these measurement systems reflect true performance and how easily they can be skewed. Instead, they reflect how well a network can optimize specific, known traffic — not how it performs under real conditions.

Netradar's Approach: Passive, Hybrid, and Immune to Manipulation

At Netradar, we fundamentally rethink how user experience should be measured.

Developed at Aalto University, our hybrid measurement methodology avoids synthetic testing altogether. Instead, we focus on real user interactions and actual traffic patterns:

  • Passive Monitoring: Netradar passively analyzes all data transfers 24/7 on the device as they occur, without the need for active speed tests or fixed test endpoints.
  • Real User-Experience: Our system measures user throughput, latency, and latency behaviour under real load conditions — as users browse, stream, and interact with their apps.
  • ML/AI-Driven Analysis: We use machine learning to detect top-speed performance, network satisfaction, and signs of congestion or throttling, all without injecting test traffic.
  • No Fingerprints, No Targets: Since we don’t rely on synthetic probes or known destinations, and only focus on behaviour of latency not the absolute value, Netradar traffic is indistinguishable from normal user activity. This makes it impossible for operators to shape or prioritize Netradar measurements.

Why This Matters

  • 100% Resistance to Traffic Prioritization: There are no test signatures or identifiable flows — so there is no opportunity for manipulation.
  • Unbiased Across Networks: Our methodology ensures a level playing field for all operators, regardless of their CDN agreements or caching infrastructure.
  • Real-World Accuracy: We measure what users actually experience, not an optimized subset of test scenarios.
  • Trusted by Regulators and Operators: With a methodology grounded in academic research and industry collaboration, Netradar provides the transparency and reliability needed for data-driven decision-making.

Supporting Telecom Regulators with Independent and Accurate Data

Telecom Regulators play a critical role in ensuring fair competition and high-quality service delivery across mobile operators. However, traditional measurement systems often fall short in providing the full picture. Relying solely on operator-reported KPIs or legacy crowdsourcing methods leaves regulators exposed to incomplete, biased, or manipulated data.

Netradar offers regulators an independent, technically robust solution for monitoring true user experience 24/7 across all networks. By eliminating test traffic that can be optimized or prioritized by operators, our system provides a neutral, consistent dataset — free from manipulation and aligned with real-world user conditions.

This empowers regulators to:

  • Conduct accurate benchmarking of operator performance
  • Detect discrepancies between reported KPIs and real user experience
  • Promote data-driven policy making and spectrum management
  • Increase transparency and trust with the public and industry stakeholders

With Netradar, regulators are equipped with the insights they need to uphold service quality, ensure fairness, and drive continuous network improvement.

The Bottom Line

Accurate measurement of mobile user experience requires more than just convenience — it requires integrity in methodology. By eliminating the possibility of prioritization and manipulation, Netradar delivers true, unbiased, and consistent insights that reflect the real-world experience of mobile users.

If you’re seeking a network measurement solution that offers technical rigor and real-world validity, Netradar is the answer — for both operators and regulators alike.

The Power of User-Generated Data and Insights in Network Performance

In the rapidly evolving landscape of mobile telecommunications, user-generated data has become essential for enhancing network performance. As mobile operators strive to deliver superior connectivity and user experiences, sophisticated app-based mechanisms for data collection are transforming how networks are monitored and optimized. This article explores how crowdsourced data from end-user devices is reshaping the industry, offering unparalleled insights that drive service quality improvements, with a particular focus on hybrid measurement methodologies like that employed by Netradar.

The Evolution of Data Collection Mechanisms

Traditional network performance monitoring relied on infrastructure-based metrics and periodic surveys, which often included drive-testing. Drive-testing involved engineers driving around with specialized equipment to measure network performance in different locations. Private Crowdsourced data has revolutionized this approach. Mobile operators now embed advanced data collection mechanisms directly into their apps, enabling passive, continuous data gathering from user devices. These systems ensure ethical and transparent data collection, allowing users to contribute to network optimization without active participation. This passive collection happens automatically in the background as users simply use their phones. In contrast, active participation requires users to intentionally perform an action, such as running a speed test app to measure their download and upload speeds or providing manual feedback about network issues they’ve experienced. By eliminating the need for such active involvement, passive data collection provides a more comprehensive and realistic view of network performance under real-world conditions.

Passive Data Collection and Its Benefits

Passive data collection provides a wealth of information without requiring user interaction. This method allows operators to:

  • Monitor Network Performance Continuously: Gather consistent data on network performance metrics like signal strength, latency, and throughput across diverse locations and conditions.
  • Analyze User Experience Holistically: Understand how the network performs under typical usage scenarios, providing a comprehensive view of the user experience.
  • Identify Trends and Patterns: Detect long-term trends and recurring issues, enabling strategic planning and targeted improvements.

Enhancing Service Quality with Granular Insights

The granularity of crowdsourced data offers a detailed, user-centric view of network performance. Operators can analyze:

  • Geographic Variations: Understanding performance differences across regions helps in targeted infrastructure investments.
  • Device-Specific Issues: Identifying problems specific to certain device types or operating systems.
  • Time-Based Patterns: Recognizing peak usage times and potential congestion periods.

The Power of Hybrid Measurement: A 24/7 View of User Experience

While passive data collection is valuable, methodologies like Netradar’s “hybrid measurement” take it a step further by providing a true 24/7 analysis of user experience across diverse contexts. This approach captures the full spectrum of a user’s daily network interactions:

Imagine a user’s day: breakfast at home checking social media (WiFi), commuting with videoconferencing (cellular), using office WiFi on mobile and laptop, visiting a customer with mobile tethering for a live demo, taking kids to football practice (cellular), and finally relaxing at home with streaming video (WiFi).

Netradar’s hybrid measurement methodology continuously collects user experience data on both cellular and WiFi networks throughout this entire day. This comprehensive approach enables:

  • Holistic Contextual Understanding: Analyze network performance within the context of specific user activities and locations.
  • Seamless Transition Monitoring: Track performance as users switch within cellular and between cellular and WiFi networks, identifying potential handover issues.
  • Comprehensive Problem Identification: Pinpoint issues across various network types and usage scenarios, leading to more effective root-cause analysis.

Leveraging Data for Proactive Network Management

With the wealth of insights provided by private crowdsourced and hybrid measurement data, mobile operators can shift from reactive to proactive network management. Predictive analytics, powered by AI and machine learning, use this data to foresee potential issues before they impact users. This proactive approach minimizes downtime, enhances reliability, and ensures a consistently high-quality user experience.

The Role of AI and Machine Learning

AI and machine learning play a pivotal role in analyzing vast amounts of data. These technologies:

  • Detect Anomalies: Automatically flag unusual patterns that may indicate underlying issues.
  • Predict Trends: Forecast future network demands and performance trends, allowing for better resource allocation.
  • Optimize Performance: Continuously refine network parameters to align with real-time user needs and expectations.
  • User Journey Insights & Troubleshooting: Optimize CX with actionable user-level insights.

User Engagement and Trust

For private crowdsourced data to be effective, operators must prioritize user engagement and trust. Clear communication about data usage, robust privacy protections, and tangible benefits for users are essential. When users understand that their data contributes to improved network performance and personalized experiences, they are more likely to participate passively.

Conclusion
